In my former two reports I have made no mention of Swatow which for some months past has been involved in a boycott even more comprehensive than that at Shameen. The original strike movement was suppressed by General Ching Chueng Ming and the agitators were suitably dealt with, but when in November Swatow surrendered to the Kuo Min Tang army under the Cantonese General Cheung Kai Shek the boycott was re- imposed and a fresh campaign of violent propaganda, directly inspired by the Reds and aimed at the Hongkong

In Amoy and Foochow the government, was instituted. boycott has been inoperative, but at Shanghai there have recently been fresh indications of labour unrest.
